This is the last volume under the editorship of James Kloetzel, and contains a major editorial innovation. The boxes indicating where the mint listing of a country changes from mounted to unmounted now have yellow background shading, making them visually obvious to catalogue users.

A number of new items have been added to the listings in Nicaragua; Bahawalpur where the Overprints on GVI Indian stamps are now included and priced mint; a new overprint in Philippines (Scott 15); North Borneo Japanese Occupation Postage Dues, (Scott NJ1-NJ3); also new varieties in New Caledonia, Papua New Guinea, Qatar and Russia.

Prices have been revised, especially in Norway for most periods, in Russia for various classic items following recent realizations, but also modern 1990's to recent.  Other countries with good numbers of revisions are Papua New Guinea, North Borneo, Pakistan, Oman and Qatar.
